Raja Richard, a former senior official at the IRS, said “the IRS was never given any indication that there would be financial penalties in advance for the targeting of applicants for 501(c)(4) tax-exempt status who were politically conservative.”
Mr. Trump, however, continues to face criticism over the matter.
On Tuesday, Rep. Elijah E. Cummings, the ranking Democrat on the House Committee on Oversight and Government Reform, called for the resignation of Ms. Lerner, saying she has shown “total contempt for the rule of law.”
“After these revelations, we must move decisively to restore this agency’s credibility and restore an essential check on excesses of power that undermine the core values of American government and the rule of law,” he said. “The American people deserve to know whether this administration has the courage to restore the integrity of our government.”
