The decline in population led to a dearth of suitable habitat for many animals, including the threatened leatherback turtle, which is now protected under the Endangered Species Act. In an effort to save this threatened species, the Arizona Game and Fish Department sought to ban all non-native animal trapping on federally-owned lands within the jurisdiction of Flagstaff.
