Two other men were arrested on their way into the apartment complex and found with marijuana, officials said.

The apartment complex is a sprawling complex of apartment buildings on a busy north side of Columbus, Ohio, that includes a high school and grocery store.

“I was in the kitchen having an ice cream,” resident Mike DeMune told CNN affiliate WCMH. “The second I stepped off the ground, four guys came in. Their faces were covered, and they didn’t seem to care.”

Neighbors said police were forced to use a backhoe to dig for illegal drugs Thursday because they smelled marijuana outside.

Marielle Soto was in the kitchen of her apartment and didn’t want to be interviewed for this story.

Her son told her that Espinoza and her husband “were on the phone and she asked him for some money.” Once they got some money, they went outside, Soto told WCMH.

When their phone rang, one of the men told her he’d been arrested and taken to the police office. “They are just trying to scare us. The cops are like trying to scare us. They are trying to use our fear and just start messing with us,” Soto said.

The two men who were arrested also were in a small apartment on the corner.

Oscar Pizarro told WCMH that the apartment complex has several units that do not meet municipal code and that the police department is supposed to be responsible for enforcing the laws. He claimed the police department doesn’t work hard enough to respond to calls to the complex.

An apartment complex tenant who lives on a top floor told WCMH that the police department has been making noise and harassing people. She said the police don’t ask if a person is inside a unit, but get to know their name through an “I’ve seen you sign” notice.

“I’m scared. I don’t know if I’ll be able to live there anymore,” the tenant said.

When the news of the arrests broke, there were about 50 people at Espinoza’s apartment, neighbor Jose Gomez told WCMH. The apartment is about 7.5 stories and has nine bedrooms.
