Hong Cardoso, of Tualatin, is the second to be sentenced for illegally selling the drugs and the third person convicted in his case to be sentenced in the criminal case where many others allegedly sold the illegal drugs.

“It’s a little unfortunate because it’s not worth going to court on such a small charge,” Cardoso told the court.

The drug case has made headlines in Oregon and Washington.

Cardoso, 41, was sentenced to six to 25 months in state prison on April 26, which is less than he could have gotten had he stayed within his conditions and stayed within the program.

However, his probation has said: “In consideration of the court’s serious concern for the defendant and the danger that the defendant poses as an unlawful user, seller of controlled substances and accessory to the sale of controlled substances, the court hereby orders the defendant to complete the substance abuse treatment program provided in Section 34-42-8.1 to be completed on or before January 1, 2019.”

Washington County Prosecutor George Brauchler said his office is taking the matter “very seriously.”

“We did want to make clear that, while we don’t condone people dealing in controlled substances, it’s unfortunate the defendant chose this case to do so,” Brauchler said.

As a result of the judge’s ruling, Cardoso, who had worked as an executive director of the Multnomah County Drug and Alcohol program for more than a year, had his sentence shortened to four years.

This isn’t the first time Cardoso was brought to court in Oregon for illegally selling his way through drug treatment.

In January 2016, he pled guilty in Multnomah County Superior Court to first-degree misdemeanor unlawful selling, with one count of retail sale of a controlled substance to a minor, and one count of second-degree selling, and possession, without intent to sell, of paraphernalia.
